  1. Unfortunately your mention of these wonderful books and the subsequent interest appears to have had a negative result. They exist on GoogleBooks, but are not available for free download and appear to no longer be on the server. There are, however, plenty of links to purchase them.

  2. The public domain books are free; the more recent books are not free. This Phormoio, for example, is free - and I only list free books here in the blog. If you are outside the U.S., the laws there about just what is in the public domain and what is not are somewhat different - Google complies with the copyright laws country by country, but all the books I've listed are free here in the U.S. and I have downloaded them myself - I just now downloaded a copy of this Phormio to make sure, and all is well! If you are outside the U.S., you might try the Internet Archive - they often have the same books as GoogleBooks and are less restrictive in the downloads, but because the Internet Archive PDFs often do not work on the iPad (which is what I use to read my books), I prefer to work with GoogleBook PDFs whenever possible.
You can use the search restriction to "Free Google Ebooks" in the left-hand column of the screen to make sure the book listings you see are the ones available for free download.
